What regulatory hurdles my be crossed to leverage a southern brownfield freight corridor along Manitoba Hydro’s transmission lands? HPR is designed to improve total door-to-door travel time, reaching city centers and communities in between, and to be delivered in affordable, demonstrable stages. The framework aims to treat the rail network as a single system to be optimized as a whole, respecting the disparate business models of freight and passenger operations.
